If my Tamer trains an ossie (ostard) to max abilities and to the max slot allow for such... can I still transfer the ossie to an non-tamer player and the pet keep it's full training?

No. As you skill it up and advance slot count, the taming requirements increase. At 5 slots, you need 108 taming to control it, plus lore (not sure the requirements for lore, but I think they are roughly equal).
