Question... Exceptional Armor / GM lore Rnd. point distribution ??

OK... so you craft an Exceptional Regular Leather Gorget with a character that has 100 Arms lore. The Base resists of a leather Gorget are

2 / 4 / 3 / 3 / 3

Because the item is Exceptional & you have 100 Armslore you get another 20 points randomly distributed... My Question is if you can get ALL 20 of those points added to one resist? I've personally seen 11 / 20 points added to one resist so far but what's the Max?
