Question about Swing speed Formula...

I'll start with the formula.. It was posted in a FoF ages ago though I don't recall which one...

Tics = 1/4 of a second
All Units in this formula use Tics.

Base Swing = Swing delay in Seconds x 4 (Example 4 sec swing delay = 20 Tics)

0-29 Stam -0 Tic
30-59 Stam -1 Tic
60-89 Stam -2 Tics
90-119 Stam -3 Tics
120-149 Stam -4 Tics
150-179 stam -5 Tics
180+ Stam -6 Tics

Final Swing = ( Base Swing - Stam Tics ) x ( 100 / 100 + SSI)

MY QUESTION is How is the red portion rounded or truncated ? Iknow someone will quote example given in the FoF but was that just true for that example or how does the Rounding / Truncating work?

Example...
150 STAM
35 % SSI
Composite Bow

Base swing = 4 Sec = 16 Tics
Stam Tics = 5

Final Swing = [Base Swing (16) - Stam Tics (5) ] x [ 100 / 135 ]

Final Swing = 11 x 0.740740 = 8.14 tics. Does a Composite with these numbers swing at 8 Tics or 9? I'm pretty sure it gets rounded down from ANY decimal to the whole number but not positive..

Anyone know for sure ?
