Tyball's Shadow holds one of the 3 keys you need to be able to travel into the abyss from the underworld. He also occasionally drops his robe "the shroud of the condemned" which has decent stats. I'm not positive what kind of slayer works on him but he's not terribly difficult.
He used to be extremely easy and dropped the robe every kill so he was extensively farmed but with publish 60.1 his HP were raised, his drop rate on the robe was significantly diminished (reports seem to be about 5% now instead of the previous 100%) and his spawn timer has been reduced from 10 minutes to 3 minutes.
