Question about hit spell and hit area

If I put both hit spell and hit area damage on a weapon can both proc at the same time or will only one proc at a time?

Think I’ve seen both proc on some of my weps but when it does, the area hits surrounding spawn only. You don’t get added damage on the initial target.
