So i have been wondering, If you do the fletching quest or the carp quest do you need lumberjacking to be able to get runics? also do you need gm lumberjacking to get better runics?

None of that stuff is related to Lumberkjacking, to the best of my knowledge. Lumberjacking is just the skill that allows you to get wood and it doesn't have an impact on such quests.

This is correct. I had a fletcher I made, back when wood never decayed from the ground, I GMed him, from walking around collecting wood and then doing the quests.
