Question about Guilds

Hi, I have a question about guilds. I am in a guild and I noticed that by some members names that it said they were veterans and some were not. I clicked on it getting a definition saying A Veteran Member is a guild member who has reached a maximum overall level of skill proficiency. What exactly does that mean?? Please help

It shows that they have hit the point cap 700-720 skill points total. Way back when, that used to mean something, now...not so much...la

It means I believe i remember this correctly, it's when your char is at max skill point cap? ie 700 720. But don't swear by me.
