Question about carpet tiles

Anyone know how to put carpet tiles down on the second floor of a keep next to the stair railing? I locks down at the top of the railing, and of course you can't raise or lower it. I've tried gozas, benches and such, but nothing I try seems to work - it's always at the level of the railing or higher.

Say I wish to lock this down, then use interior tool to lower it. Release it and double click it to lock it down.

Thanks for the response, but tried that and it doesn't work. You can not lock down or secure these tiles. You get a message telling you to double click to lock down.

put it in a wooden box, lock that down, lower it - release it and chop it.

YEAH! That worked!

That saved me a huge amount of time, since I have my rune books locked down there. The wooden box trick lets me place the carpet tiles without removing the rune books first.
