Not sure if you can remove loyalty. I believe you should be able to have loyalty for all cities if you wanted to. You've probably gotten high enough with Brit that you need to do something more/different to keep increasing.
You have to renounce your citizenship to Skara. Once you do that, you must wait 7 days and then you can declare citizenship to a new city. You will not be able access any buff during this period.
