I've completed the quest with 8 characters and have more to do, so I know the progression on how to get into visit Sicarri. However, my problem is that last night one of my characters can't even get the quest started. 10 times I went to visit Jasper. Using UOGuide instructions, I talk with Jasper and I even read the journal as well (page by page and actually read it thinking there might be a timer involved)...head off to the Skeleton Liches and NOTHING. No Cursed Parchment drops into my pack. Last night I was able to get a spell book & one time I got over 1000gold, so I know I am doing more than enough damage to receive the Green Cursed Parchment Scroll with this "glitched" character.
For those of you that are gonna ask, last night: I did the quest on 1 character prior to the "Glitched One". I did the quest on 3 characters after giving up on the "Glitched One". And to reiterate...I tried starting the quest 10 times on the "Glitched One" before giving up on that toon and moving on to others.
