For what I know 20 Splinter 50 Hit spell (compatible spell that is ofc, lightning for paralizing weapons like this one and fireball / harm for others) pvp weapons (not every of them are) sell for around 10m.
Regarding this fact and rising spell to 70 i would say 15m
Personally I haven't seen many mage / fencers that could use this weapon but 20hci mr3 deffinately helps.
I am going to kick off this PRICE CHECK (not an offer) with some 17.5/20m
