About origin, i dunno. My guess is, years ago it was possible to enhance studded pieces using a smith hammer and ingots.
About price, not sure but my guess is that you paid 9.5/10m on catskills fest because they looks like the ones i sold on my vendor

I know we were never able to enhance studded. Enhancements came much later.
My belief is they were created due to a bug with the color # after an update to UO, but I'd like to confirm.
