It is.
A "current" 2 slot NM will only spawn with roughly 290-310 STR. The higher STR bumps them to a 3 slot pet now. That is the difference. The max HP on a PP NM 315, and max STR was 525.

It is a "decent" one. I don't PvP with pets, but for PvM, I was able to "train" a max HP/STR one to 650 HP's, with all 120 PS's, Chiv/AI, 900ish Mana, and all the regens (5SR). He kills stuff!
