Power scrolls can't be "made", but the scroll binders can, through a complicated practice.
The Binders were introduced just a couple months ago. They allow a person to combine a number of lower-power Powerscrolls, all of the same level and skill, to make the next higher scroll level. So, for example, you can combine a bunch of 115 magery scrolls to make a 120 magery scroll.
More information on these can probably be found on the Spellcaster forum in the profession section of Stratics, as that is the board for discussing inscription.

they can not be made, but with scroll binders they can now be combined, though you can only combine the same scrolls in binders (say you had a fencing 105) you get I think like 15 of these and it will become a fencing 110 use a new scroll binder on the 110 and after adding enough 110s it will become a 115, same to 120.
if you do champs spawns enough you can be just about any 120 you need, just through your time invested instead of spending millions to buy one from a vendor
