Be careful when using the Codex of the Virtues 12th anniversary gift. Once I finished trying it out I can no longer lock things down in my main house nor my co-owner house. I tried logging on to my other characters (can still lock down with those) and restarting the client but the character that tried placing the Codex still cannot lock down or secure anything. Use with caution. I reported the bug and am waiting for a reply.

Logged out for a little while, came back, placed the Codex again, re-deeded it, and I can lock down again. That was strange.
