Poison level vs Resist

To what extent does the level of poison applied to a weapon affect the chance of successful application and how does the level of the targets Resist Spells affect this?

The specific question I want to answer is:

Can Lesser Poison be reliably applied via a weapon against an opponent of 0, 20 and 120 Resist Spells (since these are the skill values generally encountered in PvP).

If possible, I'd really like an reply from someone who has tested it and not just searched for an answer. And I do mean tested...not just compiled anecdotal accounts..;p

I'm not sure why a target's resisting spells skill would enter the equation. The target's poison resist might affect this, but not resisting spells.

Resist spells does not factor into successful application of poison with infectious strike.

Poisoning skill does determine the level of poison which can be inflicted.
