-> Left click on your character
-> choose "Loyalty Rating"
-> at the bottom, click the blue crystal "City Loyalty"
-> choose a city on the list (also click a blue crystal)
-> read instructions, and "Declare citizenship" or "cancel"
(AFAIK, you must wait 7 days/a week to declare citizenship to another city)
Voilà!
