Please help clarify 'damage eaters' for me

I have been working on a mage suit and it currently has

17 Damage Eater
15 Fire Eater
12 Kinetic Eater

I was reading up on damage eater's on the uoguide site and it say's the Damage Eater will not stack with any specific eater and that the highest eater would be used.

So if I am not mistaken Damage Eater covers everything (fire/cold/poison/physical and energy) and if my suit were to have less then 17 in any specific eater it would have no purpose? I might as well just replace those pieces and only have the 17 damage eater.

Or am I totally wrong on this

damage eater doesnt stack with others, and the cap is 18%
A specific damage eater (kinetic, fire, etc) cap is 30%

So with those stats you will never use the fire or the kinetic eater
