Such as for smiths, tailors, fletchers, and scribes, what does the execption bonus, and skill bonus mean. AND what is the max for each?

They give certain crafting and non crafting related bonuses. As far as crafting goes they can give a bonus to your smithing skill so that you can have a better chance of succeeding in making an item and they can also give a bonus in the percentage of exceptional items you make. I am not sure but think they will not allow you to make exceptional stuff that you cannot already make (it only increases the percentage of exceptional). Other than that some can summon resources such as ingots or boards or cows. I don't know the max but someone else who has spent more time in heartwood could probably explain (my guess would be around 20 -25)

Max crafting bonus on a talisman is 30%. It simply adds to your chance to craft an item (, if yyou have any chance to craft a particular item.) This bonus exists for bonus to normal and exceptional crafting chances. Those are around for all crafting skills. (Though not all are making sense ... theres atm no exceptional crafted masonry item.)A talisman can hold two bonus: one for increased normal chance and one for exceptional chance onto the same crafting. Theoretically a 30/30 talisman is possible but very unlikely to get.
Another interestin mod ist 'Owned by no one'. Such a talisman becomes blessed for the first person to equip it.
