Hail: With all the people, mostly current players, getting 30 days for free did not accomplish the goal the EA wanted. That was to bring in NEW players to try out UO for free, and then pay to play after that.
But with that promotion, all they mainly got was Vet's opening up free accounts to get housing spots, and then sell them. So, what if the 30 days free was pushed back? You open a new account, play for 60 days, and then, after 2 payments have been made, you, the newbie, get your 1 month free?
