Yes, weapon engraving tools put the text in both quotes, and in orange.

It also is always on the very top line of mods, second to the item name itself.

That item is always crafted with 10% Hit Lightning so obviously not an engraving tool, HTML or anything like that: http://www.uostuff.com/index.php?title=Thundering_Axe

So it must be a bugged item.... if it stays stable like that I'd say 1mil to a weapon collector.

That came from a bug in runic kits and named items post-ML.

I have some kinda elfy staff with -30 mage weapon, and some gorget that came out with something with 0% intensity.
