PC on a ring

Jewelry isn't really my trade so I would really like to get a PC on this ring that I found in one of my secures:
Intelligence Bonus: 5
Defense Chance Increase: 9%
Faster Cast Recovery: 3
Faster Casting: 1
Fire Resist: 4%

All I know is that it's not garbage.

Couple mil. More specificity would be up to the buyer. The shrewd and patient shopper could come somewhat close for 50k (plenty of 3/1 out there for that) but it would be hard to match yours on a budget that small.
