PC and info on A Low Quality Finnigan's Hat

I happened to stumble upon one of these and its the first I have seen it. Tried using search with no luck. I would like to know what the value is and where this item came from.

These were (?) obtainable on some Asian shards quite easily. Similar to the 'we created the food' shirt.

As for value, the last one I saw for sale was 150k.
