That looks like 5 mods to me, I don't know how you're going to get a bonus mod.

well that would depend on whether or not the 13 phys would count as a mod, considering that all platemail mempos made exceptional are already mage armor, if the 13 phys didnt count as one of the mods thats only 4. but if its a normal gorget from a barbed kit it could have up to 6 mods so it would be possible to get that exact piece just very hard.

There is no set cap. It varies depending on how the exceptional/arms lore bonus is applied and the type of ingot used.
