One of my friends send this to me, and he seems pretty confident that these are the real patch notes for the next patch we're gonna have.

Seems pretty interesting if true....check it out.


General

* Zul'Aman, a 10-person raid instance located in Ghostlands will be introduced.
* New Honor Badge rewards will be introduced.
* Zul'Aman and Karazhan boss encounters will drop Honor badges.
* Guild Banks will be introduced.
* Quest reward experience will be increased, while experience required per-level 20-60 will be decreased.
* Spell effects labeled "Increases Healing by x" will now increase spell damage by around 33% of that value as well.
* New relics will be added to Heroic badge and Arena vendors that offer bonuses for all talent builds.
* A new title, "Champion of the Naaru," will be added for players who complete the quest chain involving the old Tempest Keep Raid attunement. This title will be obtainable at a maximum of level 70.

PvP

* Season 3 Weapons will require a rating of 1850 to purchase, while shoulder slot items will require 2000.
* A new "Personal Rating System" will be added to prevent "selling" Arena teams.
o To restrict this we're implementing a personal rating system in patch 2.3. This is an additional arena rating that is unique to each character for each team they belong to. This rating rises and declines using the same formula as the arena team rating, but only in games that character participates in.
o You'll also be able to track this rating through the PvP interface. The personal rating will be used for purchasing items that require a specific rating, and also be used to determine eligibility for the end of season rewards. So, a player will have to achieve a specific rating, and not just get into a team to see the rewards that are meant to visually distinguish the high-rated players.
* New battleground rewards will be added for the boots, belt, and bracer slot.
* Arena-like buff periods will be introduced into Battlegrounds before the game starts and just after being resurrected.

Druid

* Tranquility will receive additional benefit from spell damage and healing.
* Cure Poison and Abolish Poison can be cast in Tree of Life form.
* Remove Curse can be cast in Moonkin form.
* Intensity will be improved to 10%/20%/30% respectively.
* Rebirth's cooldown is being decreased from 30 minutes to 20.

Hunter

* 20 and 24 slot ammo pouches and quivers will be added.
* Trueshot Aura (Marksmanship) no longer costs mana to cast and will last until cancelled.
* Serpent Sting, Immolation Trap and Explosive Trap gain additional damage based on ranged attack power.
* Wyvern Sting will be instant cast.
* Arcane Shot(ranks 6+) will dispel 1 magic effect in addition to the normal damage.

Mage

* Fire Ward and Frost Ward now gain additional benefit from spell damage bonuses. Base absorb values of ranks 5 and 6 have been reduced.
* Detect Magic removed. All players may now see their target's beneficial effects at all times.
* Arcane Meditation will be increased to 10/20/30%.
* Ice Barrier will receive additional benefit from +spell and +frost damage.
* Ice Barrier Ranks 5 and 6 base absorb reduced to compensate.
* Evocation will be changed to restore 15% mana every 2 seconds for 8 seconds.
* The penalty which reduces spell damage coefficient when having the talents "Improved Fireball" or "Improved Frostbolt" will be removed.

Paladin

* Vindication (Retribution) frequency and duration increased and now reduces all attributes by 5/10/15%, not just Strength and Agility.
* Pursuit of Justice (Retribution) is now 3 ranks and increases movement speed by 5/10/15% and also reduces the chance you'll be hit by spells by 1/2/3%.
* Seal of the Crusader now has the benefits of "Improved Seal of the Crusader" innately.
* Improved Seal of the Crusader redesigned: Now increased critical strike chance against target by 3% for all players attacking target.
* Sanctified Crusader replaced with Sanctified Seals: Increases critical strike chance with melee and spells by 1/2/3% and reduces the chance Seals can be dispelled by 33/66/100%.
* Reduced mana cost on Exorcism, Holy Wrath and Hammer of Wrath.
* Vengeance will now last 30 seconds.
* Crusader Strike cooldown reduced to 6 seconds.

Priest

* Fear Ward will be granted to all priests at level 20; cooldown increased to 3 minutes, duration reduced to 3 minutes.
* To give the dwarves and draenei something else to even it out, they'll see a new ability called Chastise (also given at level 20) which will cause holy damage and incapacitate the target for 2 seconds.
* Meditation increased to 10/20/30% respectively.
* Pain Suppression redesigned: Now castable on other friendly targets; Reduces target's threat by 5% and the damage they take by 40%. Cooldown reduced to 2 minutes.
* Power Word: Shield: Receives additional benefit from spell damage and healing. Base absorb values for ranks 10, 11 and 12 reduced to compensate.
* Prayer of Healing, Circle of Healing and Holy Nova (healing effect) receive additional benefit from damage and healing bonuses. Circle of Healing base heal value reduced to compensate.

Rogue

* All poisons will now enchant the weapon for 1 hour, increased from 30 minutes.
* Blind changed: No longer requires a reagent; shares diminishing returns with Cyclone; now considered a physical ranged attack; no longer considered a Poison effect.
* Deadly Throw will travel to target faster and duration increased by 1 second.
* Ruthlessness: Deadly Throw will no longer trigger this talent. Only melee finishers will now trigger it.
* Shadowstep can now be used outside of stealth and reduces the threat of the next Ambush, Backstab or Garrote by 50%. Cooldown increased to 40 seconds.
* Dirty Deeds now also increases damage of special attacks by 10/20% against targets below 35% health.
* Fleet Footed now increases movement speed by 15%, up from 8%.
* Healing reduction effects will now affect drain spells and abilities such as drain life.

Shaman

* Totem of the Thunderhead: The additional mana granted to Water Shield by this totem has been increased.
* Tidefury Raiment: The additional mana granted to Water Shield by this set has been increased.
* Shamanistic Rage reduces all damage taken by 30% for the effect's duration (30 seconds) in addition to the current effect.
* Spirit Weapons threat reduction increased to 30% from 15%.
* Two-Handed Axes and Two-Handed Maces are now trainable by all Shaman at the appropriate weapon masters. The Enhancement talent has been replaced by Shamanistic Focus.
* Shamanistic Focus (New Enhancement Talent): After landing a melee critical strike, you enter a Focused state. The Focused state reduces the mana cost of your next Shock spell by 60%.
* Frost Shock no longer subject to diminishing returns.
* Lightning Overload now has a 4/8/12/16/20% chance to proc
* Lightning Overload damage has been decreased by 50% (UPDATED)
* Lightning Overload now causes 0 threat (UPDATED)
* Mana Spring Totem now restores mana at a rate of 20 mana every 2 seconds
* Water Shield now costs 0 mana to cast, and the mana per globe has been substantially increased
* Water Shield's duration has been reduced to 1 minute, and grants mana for each globe left upon ending
* Elemental Focus will now reduce the mana cost of your next two damage spells by 40%
* Lightning Bolt casting time reduced to 2.5 seconds, and mana cost decreased
* Chain Lightning casting time reduced to 2 seconds, and mana cost decreased
* Lightning Mastery reduced to .1/.2/.3/.4/.5 seconds
* Mental Quickness adds 10/20/30% to +Dmg and +Healing based on your total Attack Power, in addition to it's current effects

Warlock

* Banish can no longer be cast on targets tapped by other players or groups.
* Healing reduction effects will now affect all health drain spells and abilities (e.g. Mortal Strike will reduce health gained from Drain Life).
* Ritual of Souls cast time will be reduced.

Warrior

* Weapon Mastery changed to reduce the duration of Disarm effects by 25/50%.
* Mace Specialization: Stun chance reduced, especially for 2-handed weapons, but will provide 7 rage instead of 6.
* Healing reduction effects will now affect drain spells and abilities such as drain life.
* Tactical Mastery: Now greatly increases threat generated by Mortal Strike and Bloodthirst while in Defensive Stance, in addition to current effect.
* Devastate will also apply the Sunder Armor effect in addition to its current effects.

Engineering

* New Recipe - New Field Repair Bot: Dropped(?) by Gan'arg Analyzers in Blade's Edge Mountains. New Field Repair Bot is able to buy/sell
* Flying Mount added for Engineers. Regular and Epic version.

Fishing

* Fish Tracking may be learned from a journal, fished from crates.
* New fish added near Karazhan and Zul'Aman.

Cooking

* New Daily Quests added.
* New recipes added for fish found near Karazhan and Zul'Aman.

Some of that stuff like Guild banks and quest xp increased with 20-60 xp needed decreased will be in the next patch, I've seen devs talk about that. Also Zul'aman is confirmed as well.

Hrmmm. Is this to speed up leveling altogether? Or why impose this change?

It's to speed up leveling - with level 80 becoming the new cap it's going to be hell grinding for new players and alts
so they're wanting to speed it up a bit.

This has been confirmed just today. Good news as far as I'm concerned.

The first notable change was to simply reduce the amount of experience needed each level by approximately 15% between levels 20 and 60. Please note that when the patch is released, characters affected by this change will remain at their current level percentage. For example, if a character had exactly 50% of the current level's total experience before this change went into effect, the character would still have exactly 50% of the current level's total experience; only now fewer points would be needed to level.

Questing plays a very large role in World of Warcraft, especially while leveling and we felt that improvements to this front were necessary as well. Experience gained for completing quests (on average) between levels 30 and 60 is being increased. The increase becomes more substantial as you make your way towards 60. Additionally, many outdoor elite mobs will become non-elites, making many quests which were previously too difficult or required a group much easier and offer the same rewards (in some cases better!). A good example of this change would be Stromgarde Keep in Arathi Highlands, which will become a solo friendly environment when patch 2.3 goes live.

We've also added approximately 60 new quests in Dustwallow Marsh. This should help players who find themselves lacking quests in the 30-40 range. The Steamwheedle Cartel is building the new town of Mudsprocket in south-west Dustwallow Marsh, so you'll have to wait until construction is complete to learn more about these changes.

We're making other improvements to pre-bc leveling dungeons that players will likely find most agreeable. The level range for most every dungeon is being adjusted so that there is a much smaller range between the level of mobs found early in the dungeon to those found towards the end. For example, Shadowfang Keep is currently designed for levels 18-25 which means that right now, players who are towards the bottom of that range (18) will find it nearly impossible to complete the dungeon, while players towards the top of the range (25) will find most of the dungeon trivial. Using our new model (similar to what you'll notice with Burning Crusade leveling dungeons), Shadowfang Keep is being retuned for levels 18-21.

We also want to make running a leveling up dungeon more worth while. In addition to increasing quest experience for dungeon quests, we're also upgrading all pre-bc dungeon boss drops to blue quality items. Some examples are listed below:

Ragefire Chasm

Robe of Evocation old: +3 Stamina, + 4 Intelligence

Robe of Evocation new: +4 Stamina, +5 Intelligence, and +5 Spell Critical Strike Rating

Deadmines

Smite's Reaver old: +2 Strength, +1 Stamina, +1 Spirit, 11.1 dps

Smite's Reaver new: +2 Strength, +3 Stamina, +2 Hit Rating, 14.5 dps

Shadowfang Keep

Robes of Arugal old: +3 Agility, +5 Stamina, +9 Intelligence, +10 Spirit

Robes of Arugal new: +3 Spirit, +5 Stamina, +9 Intelligence, +12 Spell Damage


As you can see there is much in-store for the next major content patch, particularly a number of changes designed to benefit players who are leveling a character. Though we've given you a few examples of the things to come, we think everyone will be pleasantly surprised when they see the full extent of the changes discussed above.</blockquote>

Yay!

Although I guess this is also partly contributing towards the need to buy expansion packs quicker as people will reach the levels earlier.

my biggest regret for this patch is that there's new engineering regular/epic flying mount, but i dropped my rogue's 300 engineering for JC.....dammit!!!!!!!!!!!

300 Engineering? Ouch! I couldn't imagine how much gold you went through in recipes and mat's to reach that mark. That is one skill I have not yet gotten to 300 before.

I do have a 325/375 JC and that skill is pretty handy.
