Passive Detect Hidden on elf or human?

Hi, I would like to know the following cases:-

If I am human with 100 detect hidden, will it passive detect elves with 100 hiding and 120 stealth and 120 stealing?

Also, is there any difference if I have 100 detect hidden whether I am elf or human?

Final question, is having 100 tracking and 100 detect hidden better to detect people than just 100 detect hidden?

-----Yes. With fairly big chance too.

-----Not sure, I heard that Elf has innate 40 detect hidden.
