I sell them for 22m. but I seen one in Luna for a bit less
Ouch! What happened? 
I remember them around 10 a few years back.
I did a Luna tour looking for the one you mentioned to check price but couldn´t find it. However, I saw two of them SSI cloaks. Both were 22 M each.
So here´s the new plan:
If someone has a cheaper swamp dragon statuette (no offense ET) let me know and I might buy it.
If someone wants to trade a swamp dragon statuette for a SSI cloak then I can do that too.

One for 19m in Luna on "Sale" vendor in SW Corner its in the middel gift box of the 5 boxes
Buy ye its still pretty up there... prices went up because PvPers started to use them a lot. And its not like its impossible to get for 15m or so just harder
