For the UK site, everything bar gametime is included in the 'up to 50% off' that is on the banner header for all their games... but what you see will vary based on where the site code thinks your IP is, as always.

The only item 50% off including a 30 day gametime code is the SA Upgrade Packe including 30 days gametime...
So e.g. Char Transfer is actually at 7,75 Euro only...and raised gardenbed set of 3 detto..

Might be a good time for the hardcore players in europe to stock up

On the other hand, i was reading rumors about storeproblems - maybe thats the case why they start a 50% off campaign - here on my origin page the at least campaign they have 40 Mil users and thats why we get a 50% discount as a Thank You...

For US and Canadian residents, it looks like we can currently purchase an SA upgrade for $9.99 (instead of $19.99) or the High Seas booster for $7.49 (instead of $14.99) through the Origin store. Those seem to be the only UO-related items on sale (out of 32 items total?) as part of a "player appreciation week" promo that's currently going on and expires at 10:00 a.m. PDT on March 26th.

Well than they still didnt change the description on it - here they name it Upgrade Pack Stygian Abyss + 30 days gametime - the only hint to it is, you need the original Ultima Online game if you want to run it...
There is no hint about it will only work with a brand new account...

That's exactly the problem.
In German the upgrade package says: Erweiterungspack Ultima Online:™ Stygian Abyss (NUR UPGRADE) - Extension pack Ultima Online SA (UPGRADE ONLY)
and the pack with GTC says: Erweiterungspack Ultima Online:™ Stygian Abyss + 30 Tage Spielzeit (Extension pack Ultima Online SA + 30 Days Game time.
In the requirements section you find the information, that it is necessary to CREATE an Origin account. Nothing else is mentioned about new account only, and I know some German players, who fell to that lack of description in the past.

It aint gonna drop because nobody else is getting this. The Euro players will rake in mega gold on this. Japan and US are the two major markets and thier prices are still the same.

Yes.
If you buy one of the packages, you can use the items that come with it.
If you sell one of the itmems of the packages the buyer has to have bought the package at least one time to be able to use the item - exampls: raised garden bed
