whats special about parrot dyed clothing? why is it still clothing not cloth? how rare is it then (if its from killing the npc?) can the npc still be killed to obtain it?

im intrested as i have a tailor museum and if its rarish "cloth" id like to display it next to me JP cloth and europa gold and (original) pure white any info would be much appreciated,
