Define "Order shield"?
Normal ones can be crafted, or found as loot on creatures.
The "Order Shield - Replica" with the incredible bonuses comes from making donations to the Vesper Museum community collection.
The Order/Chaos system as it existed 7 or more years ago, no longer exists, so the items were made to be craftable, and anyone can use them now.
