Ophidian Journals - Can they be turned it yet

I hate asking questions in a new thread but with so many threads about the turn ins I find I am overwhelmed with the # of post and can yet find things well in the temp forums. So Can these be turned in yet and to whom?

So far I know of Two Guards types across from each other. Onoe is on the on the south. Calaid on the north both Soldiers. They will not take them. Then there is the person in the art building he does not take them just behind Brit West Bank.
