Old Style Boats in Fel need to be accessible after scuttling

The Old Style Boats in fel need to have their planks become unlocked after being scuttled so they can be boarded. ATM they provide a place of safe haven if left out in the water, true you have to repair them but they cannot be boarded like all the new boats can after being scuttled.

If this is not so it is a recent change because we used to be able to do this.
