I'd estimate about 50-100k as far as rarity. If it was max charges it would be worth more. For "Bless charges" that would be 100. The stat bonuses are from the bless and don't apply after the charges are used up. The charges are also passive used which means as soon as the timer wears off while worn, it uses another charge.
I believe the old charged items are redeemable for clean-up points and as such may be worth more based on that.
Still a great item for beginning collectors to get started. With mannequins, the old armor is easier to display too.
