oki need info on a fishing quest plz

seems no one seem to know hwo to do the fishing quest here on euro and was wondering were is the guy you supsed to talk to on new haven the quest say you shood talk to a empersario but all thats in that building is a bard and they dont seem to be wanting to talk to me so i am kinda lost here any one know were i can find this char and get the quest done plz .-)

I'm not sure that quest counts as a 'fishing' quest. Fishing is only one part of it. But I think this is the quest you are thinking of:
