According to the patch notes found here....

Patch Notes

They have made it easier to buff underlings, "When casting a buff on a low level target, the appropriate rank of the buff will automatically be applied."

All I can say is YES!!!

It was such a pain to dig through your spell book looking for a lower ranked Blessing to find the one that fits an underling you were helping.
