I got this message when running by the Twin Oaks Tavern. Never seen it before. Although I was at full stamina,it slowed me down to walking.

We get that message on Catskills in certain areas - it was part of an EM event.
I think it comes up with certain sandy areas. I've seen it pop up while in Twisted Weald near the cu sidhe spawn.
