Number of Chars in Factions

This is just a quick question. I thought the change allowed only 2 chars from same account in factions per shard.Today i joined my fourth char to faction on the same account on the same shard, is this a bug or is this as intended?

They changed it so that all your characters can join factions in Publish 52.
