NPC Harrold... Why is she not announcing victors?

A few weeks ago I was shopping... stepped up on the house and an NPC announced my arrival.

I havnt really had this before, on my houses... thought it would be nice for a change at my mall.

However, I cant figure out why she's not saying anything.

Something special that needs to be done?

OR...

Are they broken? (From new placement vs. old.)

Does the Japanese store still sell them? Has it been updated so we can get them in the normal game?
