I just tested things and Siege is there - it seems to be hiding behind the news video.
2 options: 1.) Try a different desktop screen resolution. This will often change the placement of items on the screen and could reveal the Siege for you.
2.) Pick a different forum to get into the forums - then navigate to Siege using the forum tree options above UserCP at the top.

Somehow after hearing "our beloved trammel" once too often this is refreshing.
