Noob question on siege vs other shards?

Can someone explain the differences between Siege and the regular shards? Do you gain skills faster on regular shards if so how slow is it on Siege and is it open pvp? Please explain. Thanks...

One character only per account on Siege, gaining skills is different there, and it is open pvp everywhere on the shard.
