If you're using the EC it's /c if you're in a chat channel, /p for party, and /g for guild.
If you're in classic you just press a key I think \ for chat or guild? I'm sure someone will be along shortly to let you know what those are.

in classic you use the " , " key to talk in the channels... I think

Use "," to activate the chat channel. From what i understand there is only one channel, the Help channel.

in the toolbar thing on the top of your screen is the chat option, there are actually many channels to pick from. and I believe you can make your own

Nope, anyone can use it. Chat was actually introduced with Second Age, but they just implemented the changes to make it easier to use and more accessible to everyone.
