No Quest for Spellweaving

I have gone a couple times now to the elf in Heartwood that is to give this quest to start spellweaving but no quest option comes up.

In fact, I do seem to get any of the quests to come up. Is Heartwood broken?

There are 2down there that give quests for spell weaving there names are:

Aeluva the Arcanist - spell weaving quest(patience)

Synaeva the Arcanist-Summon fey spell quest(friends of the fey)

Are either of those 2 the ones you trying? There are a few more arcanists down there that dont give quests.

Aeluva the Arcanist and Synaeva are in heartwood, all the way to the East then to the North.
