I keep my ear pretty close to the ground, I've not seen anything like this mentioned by any dev, nor in the feedback from the town halls.
Ta Petra. See, when the guy first told me, I thought "nah, they wouldn't do that". Then I thought for a minute and realised that, actually, it's just the sort of dumb thing EA would do. Hell, they asked me to fill in a feedback form on their customer support! Guy said something about it being on their site, right on the front page, but I can't see it. Hence the post 
I think if it had been true there'd be several nice rants about it on uhall. I don't see how they can anyway. Houses on inactive accounts have to fall, otherwise the place would just fill up with abandoned houses.
