NL Character Stats

Is it possible to raise and lower character stats (str/dex/int) or are they locked?

Jewels, necklace, and talismans have stats.

Those have hit point increase, stamina increase, and mana increase. I've not found anything with actual Strength, Dexterity, nor Intelligence bonuses.
