If you mean Focus Attack, yes.
At 120 it increases any property with 'hit' in the name (apart from hit chance) by 100%, it also adds 30% damage.
Someone told me a long time ago that the damage hit area does is dependant on the main damage you did. So any increase to that will increase the area damage.
But... if you're asking does 200% hit area hit twice... probably not, it probably makes no difference over 100% as you can't hit more than 100% of the time. Focus Attacks that put leeches over 100% might work to give extra but I don't know.
