Newb Template Help Necro Mage Weaver

Alright so I am a returning player after a nearly 10 year absence. So naturally I have a million questions. I've tried to do a lot of research but I still have yet to find answers so here is the overall thought process on this.

100 Magery
100 Necro
100 Spellweaving
100 Eval
100 SS
100 Poison
100 Inscription

Firstly here is a question. If you have GM skill and a 110 PS you cant go over your 110 cap even with a +20 Jewel. I have seen templates using a "Wizards Curio" and "Crystalline Ring" giving them I assume 120 PS equivalent points with only 110 or 100 in the skill, but that puts them at like 770 skill points? Can you go over Total Skill cap with items but not your Specific Skill cap from a PS?

WIth that being the case wouldnt it be easier to have basically 100 in most skills and just find the requisite items?

So the next question is How much is needed in each skill to be max proficiency.

So i will obviously go for the no fizzle options, I know i need at least the following
100 Necro (+ 20 Item for undead control, if its necessary as i know 105 is no fizzle strangle?)
110 Magery (+ 10 Item for no fizzle EV and EQs? If this is necessary?)
90 Poison (for poison fields and Deadly poison casts) If this is even a viable option PVM anymore.
120 Spellweaving (Because why not)
110 Eval (+ Wizards Curio max damage obviously)
110 SS (+ 10 item for max damage obviously )
80 Inscription (+20 item for that lovely 10% SDI and Focus) What is max needed Caster Focus

This build has 0 medi, as i will be running Lich form and Wisp with Max MR, though i haven't seen how much mana I will blow through, though I am pretty good at conserving. I will likely also have a Skele Drag with me for Undead control for some added firepower in the mix. I dont know how many control slots that will take but I would assume 3 per other drags. I assume I will have to find a +Necro item to max out undead control. I can drop Inscription or Poison if needed or if they are currently not required for the build. I really only have Poison atm because I have it and needed to place it somewhere and figured it was a good place holder until I could do spellweaving. If having it will be beneficial in PVM I would like to try to figure out how to keep it.

Not sure what else Im missing here but I am undoubtedly sure it is alot. Please help me figure out this build.

They are using skill increase items to negate the negatives of Mage Weapons. You get Mage Weapons with anywhere from 0 to -29 skill, and you can counter the negative by equipping skill increase items.

Certain things require over 100 for 100% success, the best damage, and best defense. Real skill also affects the effects of certain skill Masteries. Masteries (if you haven't come across them yet) are a specialisation in a skill that gives you a further 2-3 abilities or spells.

Necro: 100 is needed to not fizzle Wither, 105 to not fizzle Strangle. If you're only using it for PvM then you only really need 100. I haven't seen it make much difference with the Mastery Command Undead.
Magery: 120 is needed to not fizzle 8th circle spells. If you are using a Mage Weapon (which you should if you have no other melee defense) then 120 is also recommended.
Poisoning: Magery + Poisoning should equal 200 for DP fields. This is usually 120 Mage / 80 Poisoning. Poisoning also now gives a pretty good chance at auto-curing your character on the tick damage.
Spellweaving: 120 is needed for Word Of Death and the duration of the Mastery abilities.
Eval: More for damage obviously. Or if you are using defensive Wrestle you would need a combined 220 with Anatomy (usually 120 Eval / 100 Anatomy)
SS: Mostly I would say for the amount you leech back in Wraith Form. Unless you actually want to use damage Necro spells. SS can be anywhere from 60 to 100 to 120 and be useful.
Inscription: 100, I don't think there are any skill increase items, maybe a talisman with 3 or 7 perhaps but it isn't worth it.

Skeletal Dragons are 2 control slots each.

It's not worth having Inscription or Poisoning on your template. You will need Med. You may also want to try and get 4/6 casting for your Spellweaving.

I currently run:
100 Mage (120 with Crystalline Ring)
100 Med
120 Eval
120 Spellweaving (Active Mastery)
60 Necro (2 bonded Bake Kitsunes' for use with Summon Familiar - Dark Wolf)
60 SS (70 with Phylactery)
100 Anatomy
60 Parry (70 with Hephastus)

The character has high Spell Damage Increase and 4/6 casting. The Necro allows me to use Wraith Form to drain mana from my damage, use Corpse Skin, Summon Familiar for Wisp/Wolf) and Evil Omen in combos, I have two bonded Bake Kitsunes'. The Eval + Anatomy mean I have 120 Defensive Wrestling while holding spellbooks. The Parry is because I sometimes use it in Fel. The 120 Magery means I don't fizzle any spells and have the maximum heals. I use Gift Of Life / Mana Shield constantly. Attunement / Renewal allow me to live through most things. At 4/6 casting I use Thunderstorm / Essence Of Wind for huge screen wide damage. I have maximum damage from Magery spells because I have 120 Eval, and combine spells like Corpse Skin to lower fire resist, with Flame Strike + Evil Omen combo (or Chain Lightning if the target is weakest to energy). I can bump the effectiveness of spells with Arcane Empowerment. When not using Bakes' I can use Summon Reaper (which also casts Word Of Death) or EV's/Mage Summons/5 Summon Fey... whatever is most effective in the situation.

Man that is a lot of amazing information. Thanks so much. I will have to look into all of it and figure out how to incorporate it into my build. I will probably drop Inscrip and for Wrestle or a Mage weap. Not sure yet as I havent had much play time on that character the past few days. I'm excited to get into it and look at how the character performs.

Perhaps you need the skill on there to bond it, if you have it on another character Soulstone it over temporarily.
