Yes it is possible, which is one of the greatest things about UO IMO.

You could go the following routes:
Taming 100
Lore 100
Magery 100
Vet 100
Music 100
Peace 100
Fishing 100
You will want to move the caps around and get some gear to get skills points. This is pretty well balanced and you could take on higher end monsters.

My fisher is a Spellweaver:
120 Mage
120 EI
120 Med
110 Focus
100 Fishing
100 Spellweaving
100 Scribe
I can pretty much take on most things, and since I can allure humonoids I can get a AOL to tank a Levithan while I pound on it.

My 'basic' tamer-template looks like:
120 tame, lore, vet, 110 magery, medi
A basic fisher-template looks like:
100 fishing, 'any mix of combatant skills'

Those too combined would use 680 skillpoints. To admit training a tamer (especially taming) really needs a lot of time. For starting fishing the lower pets would be enough. A somewhat perfect match would be to seriously start fishing after you can savely hold bake-kitsunes. Two of them (even untrained) und you wont have to fear any serpents that are out on the seas.
For starting: scrolls for 110 tame/vet/lore would be enough for a long while. Somewhat perfect would be, if you can get ahold of an advanced char token. By chosing the tamer template, you would have enough taming and lore to control bakes. If not you will have to do the hard way fo starting a tamer from the scratch.
I always suggest 110 magery on a tamer, course it means never failing on a gate. (And gating for a tamer means beeing able to transport unbonded pets. But thats me ... I like the idea of beeing able to donate animals to the zoo. Especially during training taming.)

One of the really interesting templates, that I ve seen for a fishing-tamer was:
110 tame/vet/lore, 100 fishing, 100 cartho/lockpick, rest (70-90 depending on skill cap) splitted between chiv and medi. (This was before the greater dragons, when you were able to have fully control for each available pet with 110 tame/lore.)

I shouldnt building strange templates. But I was just a bit fishing and had my mind free. I came to a very funny to play fisher/tamer-template. (Or at least I think, it could be funny to play. Especially if your having some friends to play with/together.) My idea:
- 110 tame/lore/vet (gives full control over most pets)
- 110 magery (as above for save gating)
- 100 fishing
- 100 ninjitsu
- rest meditation (60-80 depending on your skill cap)

The funny part of it is ninjitsu. With 100 of it, you're able to transform into a bake (85 skill req) or a ki-rin/unicorn (skill req 100). Each of those animals are tameable and require 2 control slots. With yourself transformed into one, it would look like 3 of them running around. If your around with another tamer-mate you could friend him to your pets and if he has two of them by his own, he could act as if he could have 5 of those pets out. (In that case you would act like a 5'th pet of him. While hes friende to your pets, he is able to command them.) As a side effect, you gaining increased running speed while you're transformed and would be as fast as a mounted player. (Remeber ... you cant ride while fishing. So unless your acc is old enough to use ethys or your rich enough to use a charger, you're doomed to walking.)
