[Price Check] New Player Ticket?

So dunno if I'm gonna get flamed for this or anything, but I found two of these in my bank box...again this is my first time playing in ten years. Anyway, apparently I was a jagoff at some point and stole these....? Are these items that are still around? Are they worth anything?

I don't know if these are illegal items or anything, so I apologize in advance if I'm doing something not so kosher here, but I didn't find anything about these items anywhere....
