I've been doing just stash, supply and cache and have two of them - and I'm very sorry but I honestly don't recall which they were in

I think cache and hoard do for sure.

And they aren't "pieces" but deeds for the whole 3x3 skull.

Yes, they come as whole 3x3 units. I've used 4 of them, and have over a dozen that I've given away or put on vendors.
