I think it's a great idea! Actually it could combine two skills if they wanted to add to the difficulty.

Either alchemists or chefs with fishing could be an option.

Alchemists using the special fish to create a vial of fishing essence (the more special fish used the higher the essence) which can enhance the Bucket O' Chum is a nice touch.

The only chef's creation that should get tossed overboard is cookies (Easter Egg!; even if only an emote).

The chum could be multi-quality as well with a higher fishing skill needed to use the higher quality chum.
